The global decision to lock down commerce during the COVID-19 pandemic inflicted massive economic damage and eroded personal liberties. Instead of self-inflicting trillions in losses, governments could have targeted quarantines to vulnerable populations while allowing the healthy to build herd immunity, avoiding central state control and unnecessary economic destruction.
